¶ Documents to be uploaded in DMS at CD-4:
- CD-4 Approval Document
- Code of Record Documentation
- Lessons Learned Report
- Project Transition of Operations Plan
- Project Management Risk Committee Recommendation ($100M and greater)
- Project Controls System Description/EVMS Description
- Documented Safety Analysis with Technical Safety Requirements
- Operational Readiness Review or Readiness Assessment
- Initial Closeout report

1. Navigate to https://pars.doe.gov/
2. Click the "Project" option in the top
3. Type in your Project Name or PARS ID of your project, or select your project from the list.
4. Click on your project.
5. On the left side of the page Click "Critical Decisions"
6. Click "Add CD" or "CD-4" Then "Edit" if the Critical Decision already exists
7. Enter the appropriate date the document was signed and the approver's name.
8. Enter whether the Scope was Completed to KPPs.
9. Enter the estimated Final TPC.

10. Enter any notes regarding the CD Approval.
11. Click "Save"
